The transformation-language namespace, unchanged across XSLT 1.0, 2.0 and 3.0.
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"Unusually, this URI did not change between XSLT versions — the version is declared in the version attribute on the stylesheet element instead. A processor that only supports 1.0 will read a 3.0 stylesheet's namespace happily and then fail on its instructions.
The 1999 date is part of the identifier and is not a mistake or a sign of a stale document.
